The revision of the EU (EUEL) criteria for Indoor cleaning services (Commission Decision (EU) 2018/680 of 2 May 2018 has started in Spring 2025.

This project will be based mainly on the requirements addressed in Annex I of the Regulation (EC) No 66/2010 of the European Parliament and the Council of 25 November 2009 on the EU Ecolabel.

The following five tasks are foreseen:

  • Task 1 – Product scope definition
  • Task 2 – Market analysis
  • Task 3 – Technical analysis
  • Task 4 – Improvement potential
  • Task 5 – Elaboration of draft criteria and technical background reports

Expected deliverables:

1. Preliminary report: contains outcomes from tasks 1-4, covering:

  • Product definition and classification
  • Economic and market analysis
  • Technical and environmental analysis

2. Technical report including criteria proposal and supporting rationale. During the revision process, this report is improved via stakeholders' consultation and several intermediate versions are produced.

Project timeline:

The revision process is ongoing and the vote is expected by Q2 of 2027 (date to be determined). Registered stakeholders will be regularly informed about the progress of the revision.

The next milestone of the project is the second draft criteria proposal, to be discussed during the 2nd AHWG that is expected to happen virtually on 12th November 2026 (date to be confirmed). The draft technical report 2 (TR2) containing this 2nd draft criteria proposals and the corresponding rationales is expected to be released approximately 4 weeks before the 2nd AHWG meeting. The period to receive written comments on this 2nd draft proposal will start after the publication of the TR2 and it will end approximately 2 weeks after the EU Ecolabelling Board (EUEB) meeting, thus by approximately by mid-December 2026 (dates to be confirmed).

The document that will serve as the basis for the discussions during the 2nd consultation is the draft Technical Report 2 (TR2) – including the second proposal for the revision of the criteria, supported by rationales for the proposed changes to it.

Stakeholder consultation:

The JRC will communicate by email to all registered stakeholders the time and steps of specific consultation meetings, including instructions on how to access the working document(s) related to the milestones. All documents will be uploaded on the specific Documents section.

Registered stakeholders need to express their interest to participate to each consultation meeting (AHWG) after which they will receive confirmation of their participation.

Stakeholders are expected to read the working document(s) before the meeting. Likewise, before submitting their written feedback.

Any stakeholder having confirmed its participation will attend the consultation meeting. In this meeting, registered stakeholders will be able to discuss openly with the JRC and among themselves on different topics of relevance for for the EU Ecolabel criteria of Indoor Cleaning Services.

Registered stakeholders will have a time interval to provide comments to the working document(s).
