The revision of the EU (EUEL) criteria for Indoor cleaning services (Commission Decision (EU) 2018/680 of 2 May 2018 has started in Spring 2025.
This project will be based mainly on the requirements addressed in Annex I of the Regulation (EC) No 66/2010 of the European Parliament and the Council of 25 November 2009 on the EU Ecolabel.
The following five tasks are foreseen:

2. Technical report including criteria proposal and supporting rationale. During the revision process, this report is improved via stakeholders' consultation and several intermediate versions are produced.

The revision process is ongoing and the vote is expected by Q2 of 2027 (date to be determined). If you want to be involved in the consultation process, please register yourself as a stakeholder for this project here. Please note that contacting us via the ‘Contact us’ section of this website is not a way to register as a stakeholder. Registered stakeholders will be regularly informed about the progress of the revision.
The next mileston of the project is the 1st technical meeting (Ad Hoc Working Group – AHWG), which will happen virtually on the 30th of April 2026. Written comments on the first draft proposal will be accepted until the 18th of May 2026.

The feedback will be collected through an EU Survey that will be sent to registered stakeholders during the first half of April.
Stakeholder consultation:
The JRC will communicate by email to all registered stakeholders the time and steps of specific consultation meetings, including instructions on how to access the working document(s) related to the milestones. All documents will be uploaded on the specific Documents section.
Registered stakeholders need to express their interest to participate to each consultation meeting. Afterwards, they will receive a formal invitation that they will have to answer to confirm their participation.
Registered stakeholders are expected to read the working document(s) before the meeting.
The JRC and stakeholders having confirmed their participation will attend the consultation meeting. In this meeting, registered stakeholders will be able to discuss openly with the JRC and among themselves on different topics of relevance for Cleaning Services.
Registered stakeholders will have a time interval to provide comments to the working document(s).
