The Preparatory Study has now been completed and the final report can be found here. It consists of the following tasks, followed in accordance with the Methodology for the Ecodesign of Energy-related Products (MEErP) developed by the European Commission:

  • Task 1 – Scope
  • Task 2 – Markets
  • Task 3 – Users
  • Task 4 – Technologies
  • Task 5 – Environment and Economics
  • Task 6 – Design options
  • Task 7 – Scenarios


In addition, sub-tasks were carried out in support of the analysis of the potential for an EU Ecolabel and Green Public Procurement criteria for the product group. These include analysis of environmental and other issues (e.g. health performance, CSR), the improvement potential of using these voluntary instruments, and tests and standards to support their verification.

An impact assessment study is currently under preparation.

Stakeholder contact is to be organised through a structured technical working group process. Two stakeholder webinars, a workshop and the Consultation Forum have been carried out during 2020 – 2022, ensuring the participation of stakeholders in the policymaking process for this initiative.
