This is the project webpage of the revision of EU Green Public Procurement (GPP) criteria for Road transport. The study was carried out from 2017 to 2019 for the European Commission's Directorate General for the Environment by the Joint Research Centre (JRC) Directorate B/ Growth and Innovation.

The EU GPP for Road transport promotes the production and consumption of products with a reduced environmental impact along the life cycle. EU GPP criteria aim to guide public authorities seeking to procure environmentally friendly goods and services.

The EU GPP criteria are developed within the framework of the Communication COM(2008) 400 "Public Procurement for a better Environment" . The criteria are revised taking into consideration legislation, market development, technical standards and environmental aspects mainly from a Life Cycle Assessment (LCA) perspective. Moreover, during the EU GPP criteria revision process continuous consultation is carried out with a broad group of experts and stakeholders representing manufacturers, supply chain industry, procurers, member states, consumer organizations and NGOs.

The current EU GPP criteria for road transport was published in January 2019. ( The reason why the EU GPP criteria for road transport needs an early revision is that the criteria were developed in parallel to the revision of the Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles (Clean Vehicle Directive or CVD). Both processes were carried out ensuring the harmonisation of both policy instruments, however, due to different timeframes, the EU GPP criteria were published before the revision of the Clean Vehicle Directive was finalised. The Services of the European Commission in charge of the policies agreed that the EU GPP would be adjusted to the changes that the rest of the revision of the CVD could lead.

As result of the approval of the Directive (EU) 2019/1161 of the European Parliament and of the Council of 20 June 2019 amending Directive 2009/33/EC on the promotion of clean and energy-efficient road transport vehicles (revised CVD), the EU GPP criteria for Road transport require some adjustments in order to achieve a full harmonisation of both public procurement policy instruments. These adjustments mainly affect to the criteria on GHG emissions.
