Directorate B is one of the six scientific directorates of the European Commission's Joint Research Centre (JRC). Since 1994, we promote and enable a better understanding of the links between technology, economy and society. Our mission is to provide customer-driven support to the EU policy-making process by developing science-based responses to policy challenges that have both a socio-economic as well as a scientific/ technological dimension. Our work is undertaken, mainly, at the request of other Directorates General of the European Commission. In addition in recent years several assignments have been carried out for the European Parliament. Directorate B collaborates closely with the other directorates of the Joint Research Centre and multiple partners across Europe.
The Product Bureau team of the Circular Economy and Industrial Leadership Unit focuses its work on assisting DG ENV, DG ENTR, DG ENER and other DGs with technical background studies on the product policy tools of EU Ecolabel, EU Green Public Procurement, Ecodesign and Energy label for numerous product groups.

Projects of the Product Bureau
Oeko-Institut is a research and consultancy institute based in Freiburg, Darmstadt and Berlin (Germany). Founded in 1977, the institute develops principles and strategies for realising the vision of sustainable development. Oeko-Institut is a non-profit association. Oeko-Institut has longstanding technical expertise on consumer white goods, combined with in-depth process competency with regard to EU Ecodesign and Energy labelling. Past projects have for instance involved the assessment of product innovation, the development of Ecodesign preparatory studies (DG Energy Lots 4, 5, and 24), the evaluation of the Ecodesign and Energy Labelling Directives, the draft of the 2015-2017 Ecodesign Workplan, as well as technical support for the European Consumer Organisations ANEC and BEUC within the Ecodesign process and during Consultation Forum meetings.

The Household and Appliance Technology Section of the University of Bonn (Germany) has been active since decades in assessing the consumption and performance of household appliances, and has intensive experience in conducting consumer surveys at local, national and international level. Prof. Dr. Rainer Stamminger has been active on regulatory affairs on domestic appliances since 1994, when energy labelling and energy efficiency started to be an issue on European level. He has contributed to the GEA-studies for washing machines, tumble dryers and dishwashers as well as to the SAVE II study on washing machines, and he was involved in the Ecodesign preparatory study on dishwashers and washing machines (Lot 14). Mr. Stamminger is also engaged in standardization committees at global (IEC 59D), European (CENELEC TC59X) and national level (DKE K513) which deal with the measurement of the performance of washing machines, dishwashers and washer-dryers. Additionally, he is chairing the Maintenance Team 14 of IEC SC59D which is working on the international standards for tumble dryers and washer-dryers. Mr. Stamminger leadsTask Force 2 ‘uncertainty and tolerance’ of the EcoDesign Coordination Group of CEN/CENELEC.
