 EU Ecolabel and Green Public Procurement

Project plan

This project will be based on the requirements set out in Annex I of Regulation (EC) No 66/2010 of the European Parliament and the council of 25 November 2009 on the EU Ecolabel and Communication COM(2008) 400 ‘Public Procurement for a better Environment’.

The priority during this revision process will be to analyse which of the existing criteria and the supporting evidence base are still valid and to identify the additional research that should be carried out in order to fulfil EU Ecolabel and GPP requirements. Additional criteria may be developed, if identified as being necessary during the course of the study. The following five tasks are foreseen during the revision:

Task 1: Product definition and categorisation of the product group
Task 2: Economic and market analysis based on the best available information
Task 3: Technical analysis based on LCA and additional scientific evidence
Task 4: Analysis of improvement potential based on technical evidence
Task 5: Development of draft criteria and supporting technical background

The duration of this project is foreseen to be 18 months with two ad-hoc stakeholder working group meetings (AHWG’s) to be held during this time period. Registered stakeholders will be informed about the publication of draft reports, the availability of questionnaires and upcoming meetings by email.
